How to Start Homeschooling in Hawaii (2026)
Hawaii Administrative Rules require a parent to give the local public school principal a notice of intent to home educate the child before beginning, on Form 4140 or in a letter, and to submit an annual report of the child's progress to the principal.
Legal framework
Hawaii Revised Statutes section 302A-1132 excuses from compulsory school attendance a child for whom notification of intent to home school has been submitted to the principal of the public school that the child would otherwise be required to attend, in accordance with department rules.
