How to Start Homeschooling in Maryland (2026)
Maryland regulations allow home instruction either with a portfolio reviewed by the local superintendent or under the supervision of a church-operated school or a nonpublic school with a certificate of approval.
Legal framework
Maryland regulations (COMAR 13A.10.01) provide two supervision routes for home instruction. (1) Local school system: a parent signs a statement on a State Department of Education form and submits it to the local superintendent at least 15 days before the home instruction program begins, verifies annually before the school year begins that home schooling is continuing, and notifies the superintendent of a change in status. The program provides regular, thorough instruction in the studies usually taught in the public schools, including English, mathematics, science, social studies, art, music, health, and physical education, on a regular basis during the school year. The parent maintains a portfolio of materials that the local superintendent or designee reviews at the conclusion of each semester. (2) Regulation .05 provides for home instruction under the supervision of a nonpublic school or institution.
