How to Start Homeschooling in New York (2026)
Where to begin homeschooling in New York, with curriculum guides by grade and by use case.
Legal framework
Section 100.10 of the Commissioner's Regulations (8 NYCRR 100.10) requires parents to give written notice of intention to educate the child at home by July 1 of each school year (or within 14 days following the commencement of home instruction for a family that moves into the district after the school year begins), and to submit the completed individualized home instruction plan (IHIP) by August 15 or within 4 weeks of receiving the IHIP materials from the district, whichever is later. The parent submits quarterly reports giving the hours of instruction, a description of the material covered in each subject, a grade or written narrative for each subject, and a written explanation if less than 80 percent of the planned course materials were covered. With the fourth quarterly report, the parent files an annual assessment: the results of a commercially published norm-referenced achievement test (the Iowa Test of Basic Skills, California Achievement Test, Stanford Achievement Test, Comprehensive Test of Basic Skills, Metropolitan Achievement Test, a State Education Department test, or another test approved by the Department) or an alternative form of evaluation. Instruction totals 900 hours per year for grades 1 through 6 and 990 hours per year for grades 7 through 12.
